Lecture Topics: 1. Knowledge bases of the field of health policy 2. Methods of health policy analysis, methods of health policy making 3. Health policy in the Czech Republic, EU health policy and its impact on Czech health care 4. The role of transnational organizations (WHO, OECD, WB) 5. Organization of health care systems goals, starting points, building blocks. 6. Typology of health systems, performance measurement of health systems 7. Health care in the Czech Republic organization, management and financing, reforms of Czech health care 8. International comparison of health systems, quality assessment 9. Social security system and its relation to health care system 10. Management of the interface between health and social services Seminar Topics: 1. WHO Constitutional Document, methods of health policy analysis, practical use of explanatory frameworks, conceptual activities in health care 2. Analysis of health policy of the Czech Republic with focus on individual actors, analysis of the role of the EU in the development of Czech health policy, strategy of WHO, OECD in the area of health care 3. The boundaries of the healthcare system, the different concepts of continuous and final health objectives 4. Comparison of basic types of health systems and discussion of possibilities and limits of comparison 5. Frameworks of WHO, OECD and other organizations for measuring health performance, institutional framework of Czech health care 6. Analysis of Czech health care reforms, reflection of domestic approaches, comparison of individual WHO regions 7. Approaches to measuring the quality of health care in the Czech environment and international comparison, social security system in the Czech Republic 8. Health care in social services facilities and social services in health facilities

Learning outcomes
|
The aim of the subject is to acquaint students with the problems of health systems, organizations in health care and social systems in the Czech Republic and also with the EU context. Students will gain a comprehensive overview of current developments in the field in the Czech Republic and in international comparison. Students will use their knowledge and skills to perform managerial functions within health care and social security systems. Students will be able to manage the interface between health services and other segments.
Subject Knowledge: The student is able to apply and critically reflect basic knowledge bases, goals, approaches in the area of creation and implementation of health policy in the Czech Republic and international comparison. Student is competent in the use of methods and data circuits. Student knows and can apply information sources in the sense of analysis and synthesis. Subject Skills: The student is able to implement an effective process of organization system, its development with respect to new trends. He knows the health and social system in the Czech Republic and manages the interface between them. Student knows the legal framework, the provision of health and social services and their financing. It respects the needs of society, is able to critically reflect existing approaches and participate in conceptual activities in its field of expertise.
