Course content
1. Introduction to study, public policy as a concept and scientific discipline. 2. Theoretical approaches to policy making, public policy as a structure and process (political cycle). 3. Models of public policies. 4. Theory of the state, the state and its institutions, the civic sector and organizational (administrative) theories. 5. Public administration - theoretical concepts, multilevel governance, bureaucracy, public management, new public administration. 6. Public power and public administration. Types of public administration. Executors of state administration, territorial self-government, administrative proceedings, administrative control. 7. Theory and practice of forming a political agenda and formulation of a social problem. 8. Decision making in politics and political program planning, decision making models. 9. Implementation of public policy, implementation models (top down and bottom-up), implementation deficit. 10. Ethics, lobbying and corruption, pressure, interest groups. 11. Communication and PR in politics. 12. The state of public administration of the Czech Republic from the point of view of governance indicators. 13. Selected public policies and their current problems.

Learning outcomes
The aim of the course is to provide students with knowledge in the field of theory and practice of public administration management and public policy making. Theoretical approaches to policy-making, models of public policy, but also the first theories and practices of policy-making and policy-making will be addressed. The course will also focus on selected current issues related to the application of administrative theory in the performance of public administration. The aim of the course would be to deepen students' knowledge of the specifics of public policy and the functioning of public administration within the system of multilevel governance. Students will analyse the consequences and context of selected policy, learn to understand the insufficient central government, its modernization and other selected problems (such as the problem of managing small municipalities, etc.).
The student is able to use professional terminology. The student distinguishes individual theoretical approaches used in contemporary study of policy making and policy analysis. The student is familiar with the key topics of policy making and policy analysis.

To successfully complete the course, it is required: 1) Pre-Exam Credit: active participation in seminars (at least 75%), an elaboration of a "position paper" on a selected issue, which will be chosen in agreement with the teacher and presentation of this selected problem; 2) Exam: an oral exam on current topics of public policy.
