Course content
1. Register of wastes, waste classification in accordance with the register, waste categories, common vs. dangerous wastes. Authorized persons for evaluation of dangerous properties of wastes, methods of evaluation of dangerous properties. Economic implications. 2. Duties in waste management. Concept of dangerous properties, comparison of various methods for definition of dangerous properties, international agreement in transport of dangerous materials ADR, law on chemical substances and preparations No. 356/2003, § 2, art. 5, authorized persons for evaluation of dangerous properties of wastes, public authorities in the field of waste management. 3. Explosibility; definition, physico-chemical principles, characteristics, evaluation criteria. Method for assessment of explosibility. Oxidation capability; definition, theoretical principles, thermal instability of organic peroxides. 4. High inflammability; theoretical principles, temperature of inflammation and methods for its determination, experimental methods for determination of inflammability, combustion and dangerous chemical substances originating during combustion. Risk of self-ignition of substances. 5. Inflammability (of liquids). Additional parameters for risk assessment. Saturated vapour pressure, boiling point, temperature of ignition, temperature of combustion, low and high explosibility limit, R - and S - phrases, warning symbols and nomenclature of dangerous properties. 6. Health harmfulness, toxicity, carcinogenity, causticity, teratogenity and mutagenity; methods of evaluation, authorized persons, documentation for evaluation of these dangerous properties. Evaluation of asbestos-containing wastes. 7. Infectivity; methods of evaluation, ways of transmission to human beings, domestic and wild animals. Decree No. 382/2001 on conditions of application of modified sludges as agricultural amendments, waste composting and prerequisites for compost utilization. EU directive. 8. Ability to liberate dangerous substance into the environment; definition of basic terms, preparation of water extracts, limit values. Concept of water extracts, preparation of water extracts, water extract evaluation. Prerequisites for waste damping (Decree No. 294/2005). 9. Sampling of wastes; definition of terms, ČSN EN 14899 "Waste characterization - Waste sampling - Principles for the preparation of sampling programme and its utilization", sampling plan, sampling programme, sampling record, waste sampling competence, methods of sampling, random sampling vs. target sampling; guidelines of the Ministry of the Environment for waste sampling. 10. Waste sampling procedures, sample storage and transport to laboratory, documentation of sampling, quality assessment (QA) in sampling, quality control (QC) in sampling, required size of sample - safe line, methods of waste sampling, selection of laboratory for waste analyses, evaluation of analyses. 11. Ecotoxicity; kinds of test organisms, limits, methods of evaluation of results, ecotoxicity as a property determining the waste category (Decree No. 376/2001) vs. ecotoxicity as parameter determining an utilization of waste in the field (Decree No. 294/2005). 12. Ability to liberate highly toxic and toxic gases in contact with water, air or acids; specification of the terms toxic (highly toxic) gas, evaluation of this dangerous property on the basis of information on waste composition vs. evaluation based on the results of measurements. 13. Dangerous properties of wastes - relations between the law on wastes, the law on chemical substances and preparations and ADR - European agreement on international road transport of dangerous matters. Field exercise: instrumentation for sampling - samplers, sampling containers, manipulation with samples, kinds of samples, demonstration of waste sampling, sample size reduction. Excursion: laboratory for water and waste analyses (Dekonta).
