Course content
Lecture topics: 1. Introduction to comparative analysis of healthcare systems, methodology for evaluating efficiency and accessibility of healthcare. 2. Structure and financing of healthcare systems in the EU, healthcare systems in selected EU countries, role of the public and private sectors in healthcare financing. 3. Healthcare systems in selected non-EU countries, systems in developing countries, the importance of health in state policy in these regions. 4. Efficiency and sustainability of healthcare systems in the EU, indicators of healthcare efficiency, case study: how selected EU countries address healthcare financing in the context of population ageing. Challenges related to the sustainability of healthcare financing in the EU. 5. Digitalisation of healthcare, role of electronic health records, telemedicine and artificial intelligence in efficient healthcare system management. 6. Prevention policies and public health in the EU and beyond, health policy and its impact on disease prevention in the EU, measuring the effectiveness of preventive measures (vaccination, screening programmes, healthy lifestyles). 7. Access to healthcare in the EU, accessibility, equity and quality, inequalities in access to care and their consequences for population health, role of health insurance and policies in reducing health disparities. 8. Comparison of healthcare system efficiency within the EU, influence of policies and organisational structures on system performance, implications of different models (e.g. single vs. multi-level healthcare financing systems). 9. Role of innovation in healthcare systems, comparison of EU and non-EU contexts, e.g. new drugs, technologies, and health applications shaping healthcare systems. Case studies: implementation of innovations in the USA, EU and Asia, regulatory approaches to new technologies and their impact on efficiency and quality of care. 10. International cooperation in healthcare, EU vs global perspective, role of the EU in international health policy and cooperation: WHO, GAVI, Global Fund.

Learning outcomes
The aim of the course *Healthcare Systems in EU and Non-EU Countries* is to familiarize students with both theoretical foundations and practical case studies, with an emphasis on comparative analysis of different healthcare systems and the effectiveness of their functioning in various geopolitical and economic contexts. The course enables students to adopt an analytical approach to different models of organisation and financing of healthcare delivery.
After completing the course, the student will be able to: 1. Understand differences in the organisation, financing, and governance of healthcare systems globally, with emphasis on EU and non-EU contexts. 2. Identify key factors influencing the efficiency and sustainability of healthcare systems in an international context, including the impact of geopolitical and economic conditions. 3. Apply skills of comparative analysis of healthcare systems to case studies in order to propose improvements in equity of access to healthcare and innovation. 4. Evaluate the role of international cooperation, including organisations such as WHO and the Global Fund, in addressing global health challenges such as pandemics, disease prevention, and healthcare inequalities. 5. Analyse the impact of digitalisation, new technologies, and regulatory approaches on the efficiency of healthcare systems worldwide and their transferability across regions.
