After the completion of the course the student will be able: - To identify specific benefits and cost of the regulation and the design the relevant assessment methods, with focus on specific fields of economic policy to analyze different approaches to social targets to be regulated, - To analyze and critically assess the processes and instruments of regulatory interventions, - To identify deviations of real impacts of existing regulation from the envisaged targets and their possible factors, - To design modifications of the existing regulation towards its improvement in the context of targets envisaged, - To apply new means of behavioural economics for the design of regulatory interventions and the public policy in general. Content of the course: 1. Theoretical basics (welfare theory, public choice, social benefits and costs, market failure) 2. Theretical recommendations for the economic policy: regulation and public policies (economic concepts of the regulation, regulatory state, self regulation, metaregulation 3. Analysis of the regulation: cost and benefits of regulation (quality of regulation, competitiveness, enforcement, compliance, regulatory burden) 4. Changes and reforms of the regulation: institutional setting and design (behavioural aspects, global changes) 5. Sected fields of regulation: utilities, energy, environment, climate change, transport
