Course content
1. Terminology of the economy of the arts ? incomes and expenditures, public and private funding (grants and sponsoring) 2. Terminology of cultural policy - policy, public policy, cultural policy 3. Public policy determines cultural policy - Historical examples of cultural policy, of the Enlightenment / French revolution, cultural policy of democratic states: USA, post IIWW Western Europe, cultural policy of totalitarian states: Italy, Germany, Soviet Union, China 4. Public policy determines cultural policy - The case of the USA ? civic society, non-profit institutions, non-profit economy, taxation and philanthropy, legislative framework 5. Transition during and after the geopolitical shift (1989-90) in Central-Eastern Europe - Political history, basics of transition from: full control to market economy, from totalitarian state to parliamentary democracy, from censorship to human rights and freedom of speech legislative framework 6. Cases from the 2020s - Democratic states / legislative framework, illiberal states / legislative framework 7. How cultural policy regulates for-profit sector - Options for sponsoring, the art market, corporates and national representation on global art scene 8. Public funding and grant policies - Cultural policy of the EU 9. Public funding and grant policies - Cultural policy of state level in the Czech Republic cultural policy on municipal level in the Czech Republic 10. Policy making - Political agendas: governments and municipalities, needs, wants: agendas and beneficiaries 11. Policy making - Policy work, problems, needs/wants, visions, arguments, policy papers, implementation 12. Policy making - Supporting/criticising political decision making, volunteers, advocacies, activists

Learning outcomes
The course provides knowledge in the fundamental concepts and terminology of the history and contemporary cases of cultural policy with special attention and focus on the Central Eastern European region. It also provides skills to the development of efficient methodology of policymaking. At the same time, the course attempts to support the development of vigilant, conscious and critical attitude of emerging cultural workers, who intend to act in the field of cultural and creative industries. The knowledge, skills and attitudes gained from the course support the abilities to initiate and/or participate in effective policymaking activities. In general, the course aims to empower cultural workers to be able to understand basic particular cultural policies (on state-, or municipal level), legislative frameworks, economic challenges and options (including public and private funding), and to be able to implement high quality and economically well-grounded cultural projects.
The acquired competencies represent the mastery and application of knowledge in the given field, based on the specific course description and aimed at fulfilling the graduate profile.
