Course content
- The Public Sector and Public Services: Definitions, scope, and typologies. - Theoretical Aspects of Public Management: Evolution of management theories (e.g., New Public Management, Public Value Management). - Public Sector Financing: Financial mechanisms, current problems, and systemic challenges. - Services of General Economic Interest (SGEI): Their role in the development of civil society. - Public Sector Influence: Impact on socio-demographic development and societal trends. - Public Sector Governance: Structures, accountability, and the "Regulatory State." - Strategic Management in the Public Sector: Planning, implementation, and performance measurement. - Determinants of Public Service Delivery: Factors influencing quality, accessibility, and efficiency. - Partnerships and Collaboration: Inter-sectoral cooperation and Public-Private Partnerships (PPP). - Research Methodologies: Specialized approaches for investigating public sector phenomena. - Case Studies: Applied analysis of specific management scenarios.

Learning outcomes
The objective of this course is to employ critical thinking in discussing the principles of public sector management, including its strengths, weaknesses, interdependencies with private sector management, and future challenges. The course is designed to enable students to leverage acquired knowledge to advance their own research topics and to reflect on the role of the public sector and public service delivery within the contemporary socio-demographic context of the Czech Republic and the European Union. Furthermore, the course prepares students to perceive the public sector as a key stakeholder in the analysis of applied economic problems.
Upon successful completion of this course, students will be able to interpret various socio-economic issues within the context of the public sector's role and its regulatory and service-oriented functions.

The student shall prepare an independent critical analysis (not exceeding 10 pages) related to the focus of their doctoral dissertation. This paper will discuss the prospective direction of their future research, specifically addressing the impacts and influences of the public sector. The student is required to present their findings at a doctoral research seminar. Furthermore, it is mandatory to act as a discussant and provide a formal peer review (opponent?s report) on a paper submitted by a fellow student. This translation utilizes formal terminology standard in Public Administration, Public Management, and Public Policy academic discourse.
