Course content
Topics: 1. Definition of the scope of public administration, periodization of the development of public administration since 1989 2. Reform of territorial public administration 3. Legislation, relationship between state administration and self-government 4. Municipal organization in the Czech Republic, regional organization (including exercise of independent and delegated powers, authorized municipal authority, municipal authority of a municipality with extended powers) 5. Normative power of territorial self-governing units (generally binding decree, regulation, their territorial, personal and temporal scope) 6. Internal administration 7. Financial administration 8. Justice 9. Trade licensing administration and social administration 10. Administration of land surveying and cadastre, agriculture 11. Education and health administration 12. Selected problems of public administration I. - public finance 13. Selected problems of public administration II. - penalty in public administration (administrative offense) 14. Selected terms from the public administration environment in relation to written production of institutions - certificates, verifications, opinions, opinions, statements, registrations, vidifications and legalizations

Learning outcomes
The aim of the course is to familiarize students with the structure of institutions related to the execution of public administration (territorial public administration, central public administration) primarily in the Czech Republic. The content of the lectures will follow on from History of Administration II, which will be brought to the beginning of the 1990s.
The student will know contemporary administrative institutions in the context of the development of administration in the 20th century. He will be able to orient himself in the issue of the continuity of contemporary administrative institutions in relation to the First Republic, the post-war state and the state of administration between 1948 and 1989. He will recognize the pitfalls and interconnectedness of contemporary institutions as well as the dichotomy of authorities deciding on similar matters. The student can adequately orient himself in the issue of administrative offenses and their definition.

Assessment methods and criteria

The course will end with a written test verifying the facts. The test will be designed as a comprehensive verification of knowledge, i.e. not only facts, but also general contexts related to the performance of public administration, taking into account its historical development. The transformation of administrative areas will form only one segment of the issue. A significant part of the teaching should also be devoted to legal norms and their practical application, which students must then master safely.
